The Indianapolis Benchmarking and Transparency Ordinance

Is a regulatory measure aimed at enhancing energy efficiency and transparency in building operations within the city of Indianapolis. Enacted to promote sustainability goals, this ordinance mandates the benchmarking of energy usage using the ENERGY STAR Portfolio Manager and submission of data to the city annually.

  1. Applicability of the Ordinance

The ordinance applies to two categories of buildings based on their ownership and size:

  • City-owned buildings exceeding 25,000 square feet
  • Non-city buildings exceeding 50,000 square feet
  1. Compliance Requirements

Building owners covered by the ordinance are required to benchmark their energy usage using the ENERGY STAR Portfolio Manager and submit the data to the City of Indianapolis annually by June 1st. Additionally, specific compliance deadlines are set based on the size of the buildings:

  • For buildings over 100,000 square feet, the first benchmarking report is due on June 1st, 2023.
  • For buildings between 50,000 and 100,000 square feet, the first benchmarking report is due on June 1st, 2024.
