Building owners covered by the ordinance

Are required to benchmark their energy usage using the ENERGY STAR Portfolio Manager and submit the data to the City of St. Louis annually by May 1st. This requirement facilitates monitoring and assessment of energy consumption trends, aiding in the city’s efforts to promote energy efficiency and sustainability.

St. Louis Building Energy Performance Standard

In addition to the awareness ordinance, the St. Louis Building Energy Performance Standard mandates compliance with building performance standards measured in site energy use intensity (EUI). These standards are based on the 35th percentile of benchmarking performance for local buildings of each property type. This means that 65% of buildings must reduce their energy consumption to comply.

2. Compliance Deadline

Building owners have until May 4th, 2025, to comply with the performance standards.
