Toronto’s Energy and Water Reporting By-law
Situated under Chapter 367 of Toronto’s Municipal Code, mandates owners of buildings with a floor area of 929 square meters (10,000 square feet) or larger to annually report energy and water usage to the City. Starting in 2024, buildings with a floor area of 4,645 square meters (50,000 square feet) or larger will commence reporting, followed by buildings of 929 square meters (10,000 square feet) or larger in 2025.
Ontario’s Energy and Water Reporting and Benchmarking (EWRB) regulation, specified in Ontario Regulation 506/18, also necessitates large buildings to report their annual energy and water consumption to the Ministry of Energy by July 1st of each year.
Purpose of Annual Reporting
Annual reporting of energy and water usage enables building owners to monitor their buildings’ performance over time and compare it with similar structures. This facilitates the identification of opportunities for enhancing energy efficiency and reducing greenhouse gas emissions.
Key Reporting Requirements
Building owners in Toronto must adhere to two primary reporting requirements:
City of Toronto’s Energy and Water Reporting By-law, outlined in Municipal Code Chapter 367 – Building Emissions Performance (MCC 367).
Ontario government’s Energy and Water Benchmarking and Reporting (EWRB) requirement specified in Ontario Regulation 506/18.
Reporting Deadlines
For buildings in Toronto, the deadline for reporting energy and water data to the City is the first business day in July each year. Similarly, the deadline for reporting EWRB data to the Ontario Ministry of Energy is July 1st annually.
Reporting Procedures
Building owners are instructed to report their buildings’ data to both the City of Toronto and the Ontario Ministry of Energy using the Energy Star Portfolio Manager. Additional information can be obtained from F&D Partners.
