Existing Buildings Energy and Water Efficiency (EBEWE) Program
Purpose of the Ordinance
Enacted in 2019, the EBEWE Program focuses on reducing energy and water consumption in large buildings across Los Angeles.
Applicability of the Ordinance
The program applies to commercial and multifamily buildings of 25,000 square feet or more, as well as public buildings of similar size.
Compliance Requirements
Building owners must conduct energy audits and implement measures with payback periods of two years or less. Failure to comply results in daily penalties of $0.0025 per square foot, capped at $1,000 per day. Repeated violations may result in the revocation of business licenses.
