The Bloomington MN Benchmarking Law
Establishes a Large Building Benchmarking program aimed at promoting energy efficiency and sustainability in approximately 200 buildings within the city. Enacted to align with environmental objectives, this law mandates benchmarking for large commercial, public, and multifamily buildings, excluding industrial buildings.
- Applicability of the Law
The Large Building Benchmarking program applies to large commercial, public, and multifamily buildings within Bloomington, totaling approximately 200 buildings. Industrial buildings are not included in the program.
- Compliance Requirements
Building owners covered by the law are required to benchmark their buildings for the previous calendar year and submit data to the City using the EPA’s ENERGY STAR Portfolio Manager. The reporting deadline is June 1st each year, consistent with surrounding cities. Data submission is divided into three groups based on building size, as outlined below:
- Covered city buildings containing a floor area of 75,000 gross square feet or greater: Initial reporting date of December 30, 2021.
- Covered buildings containing a floor area of 100,000 gross square feet or greater: Initial reporting date of June 1, 2022.
- Covered buildings containing a floor area of 75,000 gross square feet or greater: Initial reporting date of June 1, 2023.
