Energy Conservation Audit and Disclosure Ordinance (ECAD)
Purpose of the Ordinance
The Energy Conservation Audit and Disclosure Ordinance, enacted in 2008, is designed to improve energy efficiency in Austin’s buildings through mandatory audits and disclosures.
Applicability of the Ordinance
The ordinance applies to commercial properties of 50,000 square feet or more, multifamily and public buildings of at least 25,000 square feet, and residential buildings with 1-4 attached units that are ten years or older.
Compliance Requirements
Building owners are required to conduct audits comparable to ASHRAE Level II for commercial buildings, ASHRAE Level I for other properties, and a Home Energy Score (HES) for single-unit homes. Results must be disclosed at the time of sale. Non-compliance results in daily fines starting at $100, increasing to $200 or $500 for continued violations.
