Boulder Building Performance Ordinance

Purpose of the Ordinance

The Boulder Building Performance Ordinance, enacted in 2017, promotes energy efficiency by requiring audits and retrocommissioning for large buildings.

Applicability of the Ordinance

This ordinance applies to commercial and multifamily properties of 20,000 square feet or more, as well as public and government buildings of 10,000 square feet or more, built on or before 2014.

Compliance Requirements

Owners must perform energy audits or retrocommissioning aligned with ASHRAE standards, with ASHRAE Level II audits required for buildings 50,000 square feet or more. Non-compliance results in penalties of $202, which accrue interest with continued violations.
