Building Energy Performance Policy

Purpose of the Ordinance

Philadelphia’s Building Energy Performance Policy, introduced in 2020, promotes energy efficiency through benchmarking and retuning.

Applicability of the Ordinance

The policy applies to commercial and multifamily buildings of 30,000 square feet or more and public properties of at least 10,000 square feet that fail to meet performance targets.

Compliance Requirements

Owners must conduct retuning evaluations or energy audits. Penalties for non-compliance include fines up to $2,000, with additional daily fines of $500 for prolonged violations.
